Yikes.
The procurement process for the VH-92 began with the VXX call for proposals in 1999, during the Clinton administration, and Biden just took the first flight in an operational VH-92. In the meantime, an entirely separate vehicle (VH-71) was developed, reached flight testing, was cancelled, and the nine completed helicopters sold to Canada at bargain basement prices to use for spare parts. VH-92 restarted from scratch and took a decade to become operational.
US Government procurement is broken beyond belief.
