What if it's not a technical reason? Intel is crashing and burning and only makes their own CPUs (though through external foundries lately) while ARM is a bunch of IP cores made by multiple companies. Google and Facebook have both been trying to get away from Intel for over a decade to give them better leverage on pricing and features.
The real question is why they stuck with Intel for so long. In the server space it was because nobody came close on dual socket, which companies wanted for density.
As for why now, I think it's just because Intel has been seriously stumbling lately due to poor leadership and some bad luck. AMD has caught back up and nVidia is doing really well.
