The character from which this quote is taken, Lazarus Long, when given the opportunity to colonize a planet set himself up as the Central Banker. IF money is your scorecard then nothing beats control of the money printer. BUT, without the skills he listed above having only money you are at the mercy of those with these skills.
The goal here is full stack self sovereignty, which is what money is truly supposed to buy. Being at least competent in all these things then becomes a failsafe backup keeping one from becoming codependent on the servants whose lives money still buys.
