In the original paper, Rivest, Shamir, and Tauman described ring signatures as a way to leak a secret. For instance, a ring signature could be used to provide an anonymous signature from "a high-ranking White House official", without revealing which official signed the message.
I could see this being useful. In some instances, people would feel more comfortable issuing a NIP-56-like report if they could hide behind a ring signature. This would provide an additional source of data that we could feed into a graperank interpretation engine.
