This has caught my attention before. There was a SCOTUS transcript where a justice referenced in passing that the 16th had not been properly ratified. Some guy did a deep dive and put out a book validating this theory. I hope to one day act on this. Currently the IRS has some sort of fine that it imposes on any taxpayer who brings up the theory in litigation, so it'll have to be a brave plaintiff who finally flips the lights on for this one.
