Indeed. The Iron Dome saves lives in the short run. But it allows politicians to ignore the root causes of the problem – e.g. the fact that Hamas still exists – and punt the solution until later.
Israeli lives are still collectively lost too despite the Iron Dome: if the population of Tel Aviv, 500,000 people, hide in bunkers for 15 minutes collectively they've spent 14 years wasting their precious time on earth in bunkers. Just in terms of time lost, a few air alerts is equivalent to a human life.
...also, that math is exactly why so many people ignore air raids in Ukraine. The raids go on for much longer, and not enough people die per raid to be worth hiding.
