Service charges are a licence to print money imho. Our old flat's charges doubled in 10 years.
Time to create a national property management bureau which can be used if enough tenants in a block elect to use, and offered with a price cap.
Obviously private companies can offer their services, but having a default option would constrain pricing and stop the need for legal action like this.
But it won't happen, because we can't let socialism loose in case we turn Soviet
