Because companies were not going to pay those wages, and programmers held out, IN COMES the newly founded IT TRAINED Forces from India (thank you Bill Gates) - I met the CEO of the First outsourcing company from India in 1997 - and he explained what they were doing in India - Train the masses and basically become the IT Juggerknot of the world. They hired Americans to move to India to enhance the Indians for foreign work. I had a friend go there for that for 2 years.
