Mastodon relies on bottom-up advocacy. It doesn't have the backing of billionaires. I doubt that they have a PR team. So we need to promote it ourselves. Brazil-centered instances need to have their own outreach activities if they are interested in growing. There's very little that the core Mastodon can do except give interviews and maybe reach out to local instance administrators as situations arise... but that will be slow and haphazard.
