Microsoft has all the tools, they have probably the biggest threat intelligence and software telemetry database on earth, some of the best security people in the world, but the bureaucracy and obsession with endlessly supporting legacy systems/code makes them unfit to run a closed ecosystem like Apple does (and I say this as an avid Microsoft user and fan, and someone who think Apple needs to get slapped around by the EU too).
