Your elite and mine didn't actually want an authentically-foreign replacement working class, they wanted workers like Germans, only cheaper, more obedient, and endlessly grateful. Maybe these workers can have tasty foreign cuisine and diverting folk dances. "So authentic, darling!"
The elite got actual foreigners instead. Oops.
But if history is any guide, they will learn nothing, and will soon try again.
I loved James Mitchener's depiction of this process in his novel "Hawai'i". The American planters have taken control after an unopposed US invasion. But they don't like the native workforce: too easygoing, too unambitious, and act like its their country still.
So the planters buy a whole new workforce from China. These are hard-working, ambitious, and politically disconnected from the natives. Great!
Next thing you know all the romantically-adventurous native girls are marrying Chinese instead of becoming planters' mistresses. The Chinese are also starting to organise to resist the most blatant abuses by employers. Terrible, terrible.
So the planters buy a whole new workforce from Japan, on the premise that these will be grateful, obedient, and sufficiently racist that they won't poach native girls. This time it will be different!
Post 1970s Western elites everywhere be doing this.
