The problem with any commitment to shift policy (such as today's 'commitment' to small business) that Rishi Sunak comes up with in the run up to the election, is that voters will likely respond:
'you had 15 years to make this commitment & haven't, why would we believe you now?'
The Tories like many long-running Govt.s really can only really trade on the record, and that for them is the problem.
Their supporters may try & claim a new phase, but its unlikely to convince
