The problem was graduation. And breaks when dorms were closed, students had no where to go except the streets. That college didn't even allow cars.
Of course, in the short story, young adults were monitored, and had to report spending, so if something like that happened, it would be dealt with.
Of course, any such system could be abused.
Though, everyone wanted people to succeed.
