Did a bit of exploring, tracked it down to a tiny chip in a bank of chips on my Radeon RX 580 graphics card, it's not a memory chip and seems to be part of a large redundancy bank, for now I've put on new thermal paste and put it back together but I'm going to have to retire it even though it's working fine presently..
