Looks ok, but i would rather not have something not dvm based. We do token based rate limiting in noteguard on the damus relay. pubkeys are not involved at all. Most spammers just rotate the pubkey each time so it wasn’t that useful to make it pubkey based.
Including pubkey reputation might be useful for cranking down the tokens per second for random pubkeys initially (maybe once a minute). And that could grow with reputation.
