This can be modified if an instance maintainer is comfortable directly modifying and/or forking the source code, so to speak (assuming Mastodon hasn't increased this limit in a subsequent release). Misskey, the Fediverse instance software I am using (a Japanese Fediverse instance implementation [you might find it interesting considering you live in Japan]), has a stock, default limit of 3,000 characters.
