Maybe the criteria for a "so bad it's good" #movie is that it has to have heart, rather than just be a cynical cash-grab. The makers' reach exceeded their grasp (or budget).
Plan 9 From Outer Space is an example of the former: Ed Wood was a terribly untalented director with no money, but he genuinely tried to make a good movie. Asylum shark schlock on the other hand is the latter.
