For dominion, I'd say strong no. Chapel opening is a no-brainer on maybe 50% of all random boards and probably very good and perhaps right or close to right on another 20% or 30%. By buy %-age, I would guess that donate and silk merchant are on top at with something like 90% to 95%, but they're both non-trivial enough to use that they decrease variance in games between players of different skill levels.
