If you don't have a Pixel 8 Pro, then the Pixel 9 would be good to have. It's barely an upgrade from the Pixel 8 Pro however.
If you have the Pixel Fold, then the Pixel 9 Fold isn't much of an upgrade either and the Pixel 9 would be a downgrade. The thing there is, if you don't need/want a fold device then switching back to a regular would be the way to go and the Pixel 9 Pro or Pixel 9 Pro XL would be the way to go.
