Plus the SF cops have shown that just having cops doesn't help - ie lack of traffic enforcement, standing/sitting around BASA & Hidden Vine while they got robbed/vandalized, so it's not like the police presence makes a small business safer.
I think a lot of SF's doom loop is really caused by the landlords though - seems like a lot of successful businesses get rent raised and/or can't hire entry level because there's so few entry level places for rent in SF.
