No doubt it will be lovely, but only techbros and their employees could afford to live there. Cities like this aren't the answer to homelessness, and the actually homeless wouldn't be tolerated. That would be too much reality for what is essentially a gated community, even if it doesn't have the gates.
Real urban renewal happens in existing cities and requires democratic political will. It needs densification, much more mass transit, and housing/social spaces for everybody.
