Me too! I attributed this intensely annoying thing to bad settings by whomever encoded the video for torrent distribution. Some upload groups are worse than others for the same movie.
Now I think a big part of that problem is built into the movie because, as you say, the whole Underworld series was one of the worst I've ever seen, like a 40 - 50% volume difference, among files from various upload groups.
Audio compression plug-ins exist which can overcome this, but I haven't had time to mess with installing them in Kodi.
