I don’t believe it’s shifty, but it is backward, because A) It’s really 50 elections. Maybe there’s some security in that decentralization though.
B) We’re saddled with this Colonial era Electoral College, which was a sop to slave-holding, rural and conservative states to give them extra power to slow progress, in the same way that empty North Dakota, for godsakes, gets two senators, just as California does.
