While I'd expect the truly old-school form of jubilee to go over like a lead balloon in modern times, if I wanted to bring something like it back, I'd do it this way: on every birthday of yours that's a multiple of 9, all debt that individual natural person has that is 9 years old or greater is halved, cumulatively, so long as they have a net worth of $50 million or less.
At your 9th birthday, obviously that does nothing.
