Well, a light indicates probably 5 volts... A volt meter or some kind of test lamp for the different voltages would be one possible way. If you have little tools and no other "known good parts" to swap in (RAM, power source, etc.) then it probably is going to be too difficult.
Have you re-seated the memory/RAM? The one or more modules are usually socketed, and without memory, most motherboards will not start.
Some have speakers on board where they can beep a code...
