We shouldn't recommend RATs to anyone without also telling them that only a positive result is reliable.
There are people who honestly rely on these tests to protect their loved ones who don't understand how profoundly unreliable they are as a test of whether or not they're infectious with COVID.
I haven't found a single argument for recommending RATs that addresses the false negatives and their impact on people's impression of the pandemic's prevalence.
Unreliable tests are not useful.
