I don't know if there's much we can do top-down, but bottom-up I see a lot of efforts to improve moderation and blocking, individuals working to be more understanding... without central authority, it comes down to us all to organize. Like, how does a democracy improve representation? Lots of people making lots of noise pulling together towards justice, and building governance structures that tend toward justice.
