I'd formulate that as, "The underlying reason for a policy, which doesn't otherwise make a lick of sense, is almost always racism."
There are plenty of policies that really are race-blind. But those are usually solutions to easy to understand problems. It's the ones like heavy penalties for jaywalking you won't find anywhere else in the world that don't make sense without considering racism.
