I think that you're going to run into semantic difficulties here.
"System" is, ultimately, a pretty ill-defined term outside of formalistic constructs.
My suspicion is that the less susceptible to model reduction inter-related phenomena are the less likely we are to call them "systems".
At some point, complexity research will have to come to grips with the fact that "system", as a term, is more useful as a fairly vague generalization than as a theoretical entity.
