You could add a TON of renewables to the power mix but as long as marginal plants are fossil- the power prices will be determined by fossil fuel costs (and we are light years from adding a ton of renewables on the US east coast).
The average voter also won't be impressed that inflation has mostly abated because prices are still at high levels compared to 2019. Their expectation is that low inflation means prices would go back to 2019.
