This notion of "Israel must abide by international laws of war against hamas" is misguided for two reasons:
1) The requirement of reciprocity is not met. For much of international law to become operative, both sides have to buy into it. Even then situations can deteriorate, but we're starting with one side violating every law of war there is while the other goes above and beyond to meet its obligations in a difficult situation.
2) Israel meets and exceeds the requirements for fighting a non state guerrilla actor, which as previously mentioned are different from fighting a peer.
