I don't think we can, we're still stuck in a mindset that a social housing project should be squalid and plain, fit for purpose but only just about. Too fancy? Nope, then that housing stock will be RTB'd and sold privately taking it out of the pool so what do you do, take away the power of private capital? Not likely, no it'll have to be the most begrudging of offerings in case people might actually like where they live.
