I have never heard of this, but me and several friends have very fond memories of one particular birthday party at a friend's house. Birthday girl doesn't drink alcohol and had invited us for "pancakes and tea". We giggled half the night away, in a state that I can only describe as "tipsy". So yeah, if "tea drunk" exists, that would explain.
