You're right that they've created a problem then built a shitty solution for it.
The government just uses social security numbers as ID currently (they shouldn't but they do) why would ubi be any different?
Here in Denmark we already have citizen registration numbers: CPR. where you literally can't get by without being registered and are automatically registered at birth.
No phone contract, no rental agreement, no bank account, no job, no access to subsidised healthcare etc without being in the central registry.
You also need to use their government mandated two factor authentication app to log into virtually any online service (banking, making online purchases etc).
This system is already widely used in countries. There is no need for "proof of personhood" when the government is the one in control of issuing identity documents.
