I'm talking about residential zones. https://zoningbylaw.edmonton.ca/part-2-standard-zones-and-overlays/residential-zones/210-rs-small-scale-residential-zone In particular is the one that most of the city falls under. It allows, essentially, corner stores but only if they adjoin a non-residential zone.\n\nLike, the thing is \"small shops viable on every corner\" doesn't happen if every one needs to get the corner rezoned.",
