You are missing the point. Legal censorship only works if it's strictly narrowly defined in the people's best interest. The problem with censorship in both China (GFW) and the US (KOSA) et al. is that it is both vaguely defined and conflating the regime's interest with the people's, thus allowing governments to ban more stuff with less justification, and encourage over-banning due to legal liability. Some issues also can't be fixed by censorship (like social media platform design).
