For <reasons>, I spent some time looking into the copyright status of a public television program from the late 1970s.
As far as copyright dot gov is concerned, there wasn’t a copyright registered. This doesn’t mean that the program is free & clear of copyright… it just means that the copyright owner didn’t register their work with the U.S. Gov’t.
The (copy)rights still exist with “the author” & their successors/assigns, and determining their identity then becomes a “”“fun””” detective story.
