The Magic Bead Manufacturer's Association (MBMA) say the US needs a Strategic Magic Bead Reserve (SMBR).
They decide to give ~$200M in donations to the candidate who supports the SMBR.
A candidate declares his willingness to buy $68B worth of magic beads from MBMA members to start the SMBR.
For the MBMA, the advantage is obvious. MBMA members get to trade $68B of magic beads for real money at taxpayer expense.
This large investment also causes the price of magic beads to go up.
