Gradually worsen that scarcity over generations, while they develop a relationship with the fungus.
Then make life gradually harder for the fungus, so they need to keep it in the nest and feed it there.
Some thousands of queens later, there should be a new fungus-farming ant.
It would only take longer than human civilization.
