We see dogs lifting their feet at about -30°-35°C. It stings I think, like hands on metal objects. Better for dogs to walk in snow than cleared pavement or ice. Or wait for warmer conditions, which is a conundrum if it's a many weeks cold snap.
In melty conditions they can get ice balls between their toes. They usually bite them out themselves.
