I'm the wrong type of engineer to give you a definitive answer, and I don't have enough information anyway.
That said: As long as you've got some drainage between the supported soil and the wall (gravel and agpipe), and the wall collapsing won't cause catastrophic problems up or downhill, she'll probably be right. Retaining walls around here require a civil engineer's signoff for anything above 1m.
