The fines for misbehaving are trivial, and there is no jeopardy for a board who chooses to clean-wash their activities with sound bites, advertising, and 'warnings' while doing nothing meaningful. The issue for the firms is that such substantial %s of their profits come from problem gamblers. Giving that up is a moral decision, while regulation isn't actually enforced.
