To me feels as if it is a highly unstable and fragile system.
If the population is not alert and intelligent, it will inevitably be corrupted from within or without and fall to pieces.
The speed at which it falles to pieces varies though, and I imagine that on a few rare occasions the trend might be reversed, but I cannot think of too many examples in modern times.
