Unless I read it wrong, it seems that you still have to report the private chat in order for it to be reviewed. I'm unsure what that means. Like if two people are doing illegal acts, why would you report it? It makes no sense. It seems they took out the two sentences stating the chats are private as it would go against this change in policy, not that all messages will be suddenly read by them though yeah vagueness in policy sucks and will probably get abused in time.
