I'm pretty sure that Elon has no idea of half of the shit he's talking about twitter. Because of him almost half of the advertising companies left, and suggest to change the 'stack' which is responsible for 90% of twitter's revenue, to build is dilusional 'X'app.
Releasing anything related to company on it's own website is called PR.

If he cares about identity just use countries national ID APIs(if any) to verify legit users.
