I recall Manchester being in a similar position in the 80s. The only way we emerged out of it was to bypass Westminster by going directly to the #EU with a solid costed plan.
This began Manchester's socio-economic revival in the 90s.
The #Tories were apoplectic with rage! They prioritised UK areas who voted #Tory, so major cities sidestepping them wasn't part of their plan.
