I can see in my server logs that they are, in fact, successfully connecting with certain IP addresses. The entire reason they keep saying they can’t access the site, is to force me to open up access to certain blocked IP addresses. Which are used for scraping.
I’ve done this so many times, that what happens next is entirely predictable:
1) I unblock whatever IP address they want unblocked.
2) They attempt to scrape within 20 hours, and fail.
3) Repeat X number of months later.
