Effective choice is fine, but in many public regarding sectors (from infrastructure to health) the choice being offered degrades the overall efficiency of the system - intros thread I have already suggested railways & other infrastructural sectors may fit that designation. Here, public regarding was intended to indicate those provisions & services for which there is a public interest in provision that goes beyond a social valuing of choice... I hope that clarifies it?
