
The tariffs between entities that register receivables from credit cards will have a limit starting from June 1st. The Central Bank (BC) approved a resolution on Thursday (8) that regulates the values of operations between card register entities. Through receivables, merchants anticipate the receipt of transactions with credit card transactions. The interoperability tariff remunerates the register entities, being charged when the financier participates in a register entity different from the one chosen by the acquirer (cash register) for registering the receivables of the commercial establishment's operation. The limits will be gradually reduced until 2029. In a statement, the BC said that setting a ceiling for the tariffs will help reduce abuses in a market with little competition. The measure, the agency said, may reduce credit operations guaranteed by payment arrangement receivables. Considering that interoperability tariffs are not subject to competitive pressure, setting limits aims to encourage efficiency in the provision of receivable registration services for payment arrangements and stimulate competition in the credit market based on these receivables, the BC emphasized. Procedures Entities that operate receivables from payment arrangements must submit to the BC a report with a proposal for new maximum values for interoperability tariffs. If they do not want to suggest the new maximum values, they must send the new tariff structure that will come into effect after the start of the validity period. We expect this measure to establish a favorable environment for reducing the cost incurred by financiers in registering contracts that use these financial assets. This reduction, in a more competitive environment, tends to be passed on to commercial establishments. Thus, credit operations guaranteed by payment arrangement receivables will become less burdensome, the BC emphasized in a statement.
