I like the suggestion that rioters should be banned from football. As the overlap between the rioters and hooligans seem to be quite high, maybe this would be more effective as a deterrent than prison time.
[Note, hooligans does not equal football fans. My son plays football so I don't have an issue with football or football fans.]
